And how can this be prevented? By consuming their monthly data allowance. That's exactly what Rolling Stone and the agency Serviceplan Group did:

Hacktivism for less hate online

Solution

A landing page containing some of the most viewed racist content in Italy has gone live in recent weeks. The minisite was created exclusively for Operation Burn Racist Giga and published on social networks. It is aimed at users who hate people with a different skin color than their own. Particular care was taken to ensure that this was done on the dark web, as people who are not racists should not be hit. The videos on the minisite could only be viewed using mobile data - not wifi - and the files were much larger than the usual clips of this type. This meant that each visit to the minisite consumed the data allowance of the racists concerned or they had to pay a lot of money for the mobile phone bill at the end of the month.

Thousands of racists were temporarily denied access to social networks with this “hacktivism”, which consumed huge amounts of data. Most importantly, it has made the internet a better place.
